Constitutional Amendment - submitted by Branch 43, NALC - Cincinnati
To be amended: Subject - Meetings, Article 3, Section 1
The Article, or part of an Article, now reads: This Association shall meet at least once
every two years, a such time and place as may be designated in the by-laws or decided upon by a majority vote at a previous
session, unless conditions should arise which require a change in the date and place decided upon or designated; then the
President and Executive Board shall have authority to make such change of time and place and report same through the Secretary.
Article to be amended to read:
This Association shall meet once every two years at such place, times, and dates as determined by the Ohio
State Executive Board. The meetings should be held between the second full week of July and the third full week of August.
The Executive Board will make the determination in advance in order to announce the dates at the previous meeting. The
Executive Board will report the place, times, and dates to all Branches through the Secretary. If necessary, the Executive Board
shall have the authority to make changes to the place, times, and dates provided the changes are announced the Secretary to all
Branches.
Constitutional Amendment - submitted by The Ohio State Association Executive Board
To be amended: Subject - Lost Time and Expenses of the Delegates-At-Large, Article 9, Section 3
The Article, or part of an Article, now reads: The duties of the Delegates-At-Large shall
be to represent this Association and promote its welfare at the meetings of the National Association and to report back to this
Association at its annual or biennial meetings.
Article to be amended to read:
The duties of the Delegates-At-Large shall be to represent this Association and promote its welfare at the
meetings of the National Association and to report back to this Association at its annual or biennial meetings. Lost time and
expenses of the Delegates-At-Large who attend the National Convention in behalf of the Ohio State Association will be
assumed by the State Association.
Resolution 1 - submitted by Branch 100 NALC
Whereas: The dispute resolution process is being implemented nation wide; and
Whereas: The dispute resolution process is replacing the National Business Agents role in the grievance procedure and
Whereas: The National Business Agents are elected by the letter carriers they represent; and
Whereas: The dispute resolution team is appointed by the National President; and
Whereas: The union members who this dispute resolution team represent do not have a choice of who represents them therefore, be it
Resolved: That the NALC dispute resolution representatives be elected to that position by the members they
represent.
Resolution 2 - submitted by Branch 100 NALC
Whereas: The dispute resolution is being implemented nationwide; and
Whereas: Full-time officers of local branches are not allowed to serve as the union representative in this process; and
Whereas: This exempts many of the most qualified representatives; and
Whereas: The branch had chosen to make these individuals full-time; and
Whereas: The branches using these dispute resolution teams have had no choice in the selection make; therefore, be it
Resolved: That full-time officers not be excluded from appointment to the dispute resolution team.
Resolution 3 - submitted by Branch 148, NALC - Akron
Whereas: At the 1972 National Convention the position of National Business Agent was created; and
Whereas: At the time the National Business Agents were aligned with the U.S. Postal Service Regions; and
Whereas: These National Business Agents' Regions have not been changed since 1972; therefore, be it
Resolved: That a committee be formed by the President to review the National Business Agents' Regions'; and be
it further
Resolved: That the committee makes recommendations to the President if change in any of the Regions'
territories would be beneficial to the membership.
All Constitutional Amendments and Resolutions were accepted.
