Constitutional Amendment - submitted by Branch 43, NALC - Cincinnati (DISAPPROVED)

To be amended: Subject - Representation and Vote, Article 5, Section 6
The Article, or part of an Article, now reads: Any Branch entitled to more than one (1) delegate shall be entitled to as many votes in the convention as delegate elected from said branch. The Branch delegate may by unanimous concent designate one (1) delegate to cast the full vote of a branch, it shall be certified as such by the credentials committee, along with the individual ballot cast to prevent any duplication of vote. When a branch does not use the unit rule, delegates will vote in accordance with Article 4, Section 4 of the National Constitution.

Article to be amended to read: Any Branch shall be entitled to as many votes as delegates that have paid registration fees at the convention from said branch. A branch may cast one (1) ballott for all registered delegates by notifying the state secretary at the convention prior to the start of voting. The branch delegates will present their credential card to the election committee to receive their ballott. The election chairman will announce at the convention the procedure for delegates to follow when they wish to cast their ballott.

Article to be amended to read: The elected officers shall approve all expenditures of the Ohio State Association at their Board Meetings. When an expense arises between Board meetings, the President has authority to expend up to five hundred ($500.00) with the concurrence of the Secretary and Treasurer.

Article to be amended to read: The elected officers will be provided a monthly financial report of expenses and bank statements for review. Officers will report any disagreements or discrepancies to the President and/or secretary immediately upon receipt of the monthly financial report.

Resolution 1 - submitted by Branch 100 NALC - Toledo (PASSED)

Whereas: All Branches, State and National officers are elected by their peers
Whereas: All those officers are held accountable by their peers for decisions and resolutions they make
Whereas: The purpose of the DRT is to place the most knowledgable persons in the position
Whereas: The DRT Team member has become a political plum to be used as leverage in Ohio
Whereas: There is no term limit on those team members
Let it be resolved the NALC Dispute Resolution Representatives be elected to that position by the members they represent.


Resolution 2 - submitted by Branch 100 NALC - Toledo (OUT OF ORDER)

Whereas: The objects of the State Association are to assist the NALC in maintaining a more perfect organization and improving the Postal Service, to organize all letter carriers within the State, to conduct training and educational seminars for all members, to guide and direct all activites relating to legislation within the State, to help conduct any other State approved activities for branches, and to assist all branches when requested.
Whereas: As it is desirable to have the most diverse representation on the State Board
Whereas: It is in the best interest of the Stat Association to have as many branches and cities represented as possible
Whereas: It is in the best interest of the State to have the views of small branches, medium sized branches, and large branches be heard
Whereas: In some instances the wishes of the State are not the same as our National leaders
Be it resolved that those members of the State Association, who are employees of the National Association of Letter Carriers, be ineligible to hold office in the State Association


Resolution 3 - submitted by Branch 143, NALC - Findley (WITHDRAWN)

Whereas: A major responsibility of the Ohio State Association of Letter Carriers is to provide training and legislative guidance to its member branches, and
Whereas: A major goal of this training is to educate as many members of as many branches as possible, and
Whereas: It is necessary for member branches of the Ohio State Association of Letter Carriers to obtain authorization for funding and make travel arrangements to attend this training, therefore
Be It Resolved That: Any and all communications for training, seminars, conventions or other functions sponsered by the Ohio State Association of Letter Carriers be sent to member branches no later than sixty (60) days before the meeting begins

Resolution 4 - submitted by Branch 426, NALC - Hamilton-Fairfield-Trenton (PASSED)

Whereas: at the 1972 National Convention the position of National Business Agent (NBA) was created, and
Whereas: at that time the National Business Agents regions were aligned with the United States Postal Service regions, and
Whereas: the United States Postal Service regions have been changed since 1972 these National Business Agents' regions have not been changed,
Therefore Be It Resolved That: a commitee be formed by the President in order to review the current National Business Agents regions, and
Be It Further Resolved That: the committee make recommendations to the President if change in any of the NBA regions territories would be advantageous to the membership.
