President Sharp introduced Mr. Neubolt to the Membership.
Regular order of business was suspended.
President Sharp introduced Larry Ramsey, President of Toledo Branch 100. Mr. Ramsey spoke to the membership as a candidate for National Business agent.
I. Minutes of July Branch Meeting. J. LeVally. Approved as read. Postal money order for $201.00 was purchased and presented to C. Sharp for presentation at the convention.
II. Secretary Reports . R. Santavicca.
1. Communications. Thank You notes for the bibles presented to the Chapman and ` Kessler families.
2. Bills List. No questions. Bills are paid.
3. Applications for membership. Haynes, Shore, and Glory. Were admitted.
III. Reports of Standing Committees.
1. Education. Vice Pres. R. Evangelista. No report.
2. Law. B. Zimmerman. Nothing submitted. No report.
3. Retiree. Absent. Jack Welch anD Howard Henry would appreciate a call.
4. MBA/Health. R. Kirk. No report.
5. Public Relations. Absent. Rocco reported that the Branch received an award for increasing donations. 22%.
6. Safety/Health. T. Snyder. Have not had meeting yet. No report.

IV. Treasurer Report. B. Pagano.
V. Regional Administrative assistant. D. Gulley.
Stressed the importance of upcoming National elections. Don’t think political party, think carrier issues friendly.
Also asked the delegates to the National Convention to attend Workshops that will be conducted.
VI. Unfinished Business. President Sharp thanked Dave Cox and Ron Santavicca for all the work they have done in painting and remodeling offices and meeting rooms. More is needed and will be done as volunteers come forward.
VII. New Business.
1. Trevor Payne, for the City, and Randy Hartman, for the Associate Offices, have been assigned as Union Representatives for this years Combined Federal Campaign.
Branch 78 urges all members to support this campaign as you may designate your favorite charity.
2. A discussion on type identification badges should be ordered or worn. Concern was voiced that identity to the public was not wanted..
3. Current legislation as introduced would decrease funds for veterans benefits from .5 million to .2 million. Call your representatives and oppose this reduction.
4. New Postal Budget does away with Bonus’s but provides way to “upgrade”. New CFS will not be “on line’ Until the year 2004.
5. Carriers need to begin preparing for inspections. Management will be looking to eliminate routes. Your time clock rings may be your only protection.
6. A delegates meeting was held after this meeting.
