Rosters UPDATED - pre 2018 edition

I've updated the rosters with the latest bid results.  The only issues will be those offices that are under one finance number (i.e. East & West City, Westland, Beechwold, etc..)  I will need updates from the stewards to make those corrections.

Also, there will be more updates as the weeks progress.
